In our fast moving societies Networked digital technologies are enabling us the easy and inexpensive movement of speech and information among peoples who are strangers to each another.
People may not always find unhindered movement desirable, though. A content producer may want to disseminate information to some recipients, such as those who have paid for subscription, but not others as in the case of most online magazines.
Parent may wish that the computers in their home does not display any sexually explicit content offered by a willing speaker.
A government may not want certain speech be available to particular recipients but not others, for e.g., gambling solicitations is inaccessible in specific geographic jurisdictions but not in others.
In order to determine whether any particular content should be disseminated to that particular recipient, first the decision maker should have information about both the content and its recipient.
To block content that requires subscription payment to persons who have not paid, one needs to know both whether the requested document requires payment and secondly if the requester has paid or not.
To block sexually explicit content to minors, one needs to know both whether the available document contains prescribed content or whether the requester is a minor.
To block gambling solicitations to people in certain geographic jurisdictions, one first needs to know both whether the particular document is a gambling solicitation and secondly the geographic location of the requester.
As Larry Lessig and Paul Resnick noted out that this can be difficult information to access most of the time as no one actor, from the outset, may possess all of the required information. This inability to access the whole information and human element will always leave room for spammers to spam.
